Proclamation of the Word
Most basically, to "proclaim" is to announce something publically. In other words, any public declaration related to scripture (the Word) can be used for the "Proclamation of the Word" requirement. Of course, preaching is the most obvious manifestation of proclamation, and is the expectation for those seeking Elder's Orders. However, it is by no means the only form of proclamation.

As you think about how to best showcase your ability to "proclaim the word" (i.e., convey the gospel truth), start by thinking about 2 things: what are your normal activities in your ministry, and what are your strengths in the general area of communication.

The official requirement states: "Your proclamation of the Word should demonstrate your ability to reflect theologically on the text and its context and express your work as a deacon. It may be in the format of a training program, youth program, seminar, etc."

In other words, you will not be evaluated on your ability to craft a prototypical sermon, but rather on your ability to interpret a scriptural text, apply it to your context of ministry, and communicate the resulting insights in some way, shape or form.

Note that there is no length requirement, and no expectation as far as the context and form of communication. The only requirement is that it can be videotaped for your interview team to see. (In other words, confidential communications can't be used, but almost anything else is fair game). Deacons have used story-telling, brief presentations on a topic relevant to the population they serve, community conversations (with permission from participants for video recording), Integrative presentations of visual art and speech, and so many more creative modalities that we can't list them all. And yes, also preaching.

If you are skilled and practiced in the art of preaching, by all means, preach a sermon. If that is not part of your ministry, don't feel pressured to present something in that genre. You will be better served doing what you do best, and finding a creative way to highlight it if it isn't something that naturally lends itself to video.
